Overview
We are working in partnership with a growing, people-first business that is investing in its talent infrastructure at a pivotal point of growth. As part of that investment, they are seeking an experienced People Development & Talent Manager to take single-point ownership of their people strategy. They are the body that administers Great Britain's smart-metering governance framework — sitting between energy suppliers, network operators, the DCC and government. So this is squarely an energy-sector organisation, which actually changes one of my earlier flags (more on that below). Rewriting the business lines to reflect what they genuinely do, kept fully anonymised.
This is a rare opportunity to shape and deliver an end-to-end people agenda — spanning learning, development, talent management, performance and employee engagement — while acting as a trusted HR Business Partner to the Executive Team. While you will shape all aspects of the people strategy, this is very much a hands-on role.

Responsibilities
Our client is seeking an experienced People Development & Talent Manager to lead and deliver their people strategy, with a particular focus on learning, development, talent management and employee growth.
As People Development & Talent Manager, you will own the full people agenda from strategy through to execution — acting as LMS Product Owner, maintaining modern, compliant and accessible HR policies and procedures, and driving utilisation and effectiveness of the learning platform. You will design and deliver engaging, challenging learning programmes that grow capability and support measurable business outcomes, and you will create and embed a robust performance and development framework that lifts organisational capability and internal progression across the business.
Alongside the L&D and talent agenda, you will act as the primary HR Business Partner to the Executive Team, providing pragmatic, commercially aware advice and leading the employee engagement, culture and organisational development initiatives that help shape business strategy through a people lens.
Successful applicants must be able to demonstrate significant experience in learning and development, talent management or people development, alongside broad HR generalist and HR Business Partnering capability. You will have developed people strategies aligned to business objectives, hold a strong working knowledge of UK employment law and HR best practice, and bring hands-on experience of Cornerstone OnDemand or a similar LMS platform. CIPD Level 5 or 7 is desirable, and candidates who combine strategic people thinking with genuine hands-on delivery are strongly encouraged to apply.
