Our client, a public sector technology leader, is seeking a Contracts Manager to steer the success of a multi-million-pound project. Key Responsibilities

  • Contract Ownership: - Develop a deep understanding of the contractual and commercial obligations for both the provider and their public sector client.
  • Performance Management: - Track key milestones, deliverables, and obligations, ensuring that contractual expectations are met on time and to a high standard.
  • Commercial Insight: -  Identify risks, opportunities, and areas for improvement within the contract, advising senior leadership on strategy and action.
  • Stakeholder Management: - Build and maintain strong relationships with the client and internal teams, ensuring transparency and alignment at all times.
  • Compliance: -  Manage, or support as required, all compliance and approvals gates associated with a contract, ensuring adherence to all regulatory and commercial requirements. 
  • Methodology Development: -  Support the development of contract management methodology and processes, updating based on lessons learned from each contract. 
  • Refinement of Documentation: - Support the refinement of contract documentation to drive clarity and alignment. 
  • Transition and Handover: -  Work closely with the Contract Lead, Procurement, and Evaluation Manager to facilitate a smooth handover as procurement concludes.
  • Collaboration: -  Work closely with suppliers, Local Authorities, and other internal teams including Commercial Finance, State Aid SMEs, and programme teams to drive successful outcomes. 
  • Regular Monitoring: - Support mobilisation of contracts and establish regular contract management meetings with suppliers and stakeholders to review performance against contracts.
  • Performance Reporting: - Manage timely and accurate reporting, ensuring KPIs are tracked and achieved.
  • Delivery Oversight: -  Manage delivery against contract milestones, including reviewing supplier plans, approving outputs, and overseeing payments. 
  • Risk and Issue Management: - Report, track, and manage the resolution of delivery and supplier risks or issues, escalating where necessary. 
  • Programme Reporting: - Feed into portfolio-level reporting on overall progress and performance against targets.
  • Performance Management: - Apply performance mechanisms such as liquidated damages, dispute resolution, and contract termination where necessary.

Person Specification

Essential Criteria:
  • Experience working with suppliers or customers and dealing with complex issues.
  • Proven track record of managing supplier performance reports or internal reports, such as Risk and Issue Registers or Contract Change Logs.
  • Experience managing or supporting complex contracts.
  • A keen desire to learn and work in a fast-paced environment.

Desirable Criteria:
  • Although not essential, it is beneficial to have an understanding of public sector procurement and contracts.
  • Experience working with cross-functional teams, for example, delivery, finance, and legal.  Experience working with contract management systems or other management tools.
